Civic issues
Topics getting the most attention in Milwaukee public meetings, ranked by how frequently they come up.
Charter school accountability and renewals
Five city-authorized charter schools went through annual performance review, with DLHA earning a five-year renewal and the rest staying on annual monitoring. Test scores, teacher licensure, and school culture surveys drove the discussion.
North Division High School career pathways
Seven career and technical education pathways (carpentry, welding, IT and more) are launching at North Division, with a push to make it a 'choice' school students actually pick and Employ Milwaukee mentors supporting 11th and 12th graders.
$275 million MPS interim financing
MPS bakes workforce requirements into contracts of $50,000 or more: vendors must host paid student interns (at the city living wage) or career education hours, and construction projects must employ COIN-certified Milwaukee residents — hitting 36% of hours last year against a 25% target. The council discussed whether the city's RPP/SBE programs complement or compete with COIN, and how to replicate the model citywide.
Support for girls' development and mental health
Pearls for Teen Girls serves over 1,000 girls a year with mentoring, mental health support and scholarships, but says 100+ schools want the program and can't afford it — the real cost is about $40,000 per group of 25 girls per year.
State CTE and dual-enrollment funding barriers
Wisconsin is one of the few states that doesn't fund career and technical education at the state level, and MATC gets no state enrollment credit for courses taught inside MPS high schools — capping how much dual enrollment can grow. The chair wants this front and center in the city's November legislative packet.
MPS Career & Technical Education expansion at North Division
MPS is investing $2.4 million to restore and expand CTE at North Division — CNA, dental assistant, IT, and welding courses taught by MATC instructors for college credit, with automotive and architectural design possibly to follow. Attendance and enrollment at North and Washington are the biggest challenges, and the district wants help promoting programs and building an advisory board at North.
