Impact analysis
Academy class sizes affect officer hiring costs; a larger class means higher training expenditures but better staffing.
If granted, the two aides would have gotten an earlier pay bump and career start; larger academy classes benefit citywide staffing.
The two aides must wait for the March class, delaying a significant pay increase.

43 new officers plus six lateral transfers are entering the department, with multiple academy classes starting in August — a boost to staffing levels residents feel in district response times.

Applications jumped from about 1,300 to 1,800 and are on pace to exceed 2,000 this year, but academy classes still run 30-45 instead of the needed 65. The city must grow the force to meet Act 12 maintenance-of-effort requirements or risk losing $30 million in state shared revenue; new testing and physical-readiness changes are planned.
